Lol that is also MS Paint. It just looks different. Fun fact, I am actually using that one now, this tutorial was made on my old computer. 
But I am sure it can work the same way because it does for me. 

But here's this for you:

1.
follow step one and 2

Do what 1. says

3.
Right click on a single lined base, clicking "copy."
Then open up MS Paint

4.
Now on MS Paint, at the top left, you should see "Paste." 
Click it and the single lined base should be in MS Paint.

5.
Now go by the colors, beside it you should see 2 squares. One black and one white. Click the white one
Now click the color tool
Then copy the color of your OC's stroke line. And where the white square is, it should be the color of the line to your OC.
Do the same to the black square, but this time make it the color of the base's lines.

6.
Now right click on the base, and the lines should be the color of your OC.

If this does not work, then I am not sure what to do, because this is how I do it. :/

It's basically the same thing color 1 is the color of the line and color to is the color you want the line to become. Right click and hold the mouse over the lines and the rest is explanitory

On step 4, I have the base outline as forground, my own oc outline as background, and I right click erase the base's outline, but it won't work. Maybe you could help me out?

Ok, don't save as soon as you paste the base on the bitmap, OR try saving the base instead of bitmaping it.
